TANYA L. ALLEN
Emergency Management Specialist

Since April of 2004, Ms. Allen has been providing consulting services for local, regional and state emergency management agencies and organizations. Her firm, Emergency Management Consulting Solutions, LLC (EMCS), offers a wide-range of services including emergency planning, training, public education, and exercise design, implementation and evaluation.

From 2000 to 2004, Ms. Allen served as the Emergency Management Coordinator for the Kansas City, Missouri Office of Emergency Management, where one of her primary duties was facilitating multi-disciplined teams toward the successful development of emergency plans and procedures. Ms. Allen’s other responsibilities included training, outreach, public education, and exercise design and implementation. Ms Allen served as the Acting Emergency Management Director for the city from November 2002 to October 2003. During this time, she was responsible for two major capital improvement projects – a new City Emergency Operations Center (EOC) and the upgrade and expansion of the city’s outdoor warning siren system. During her tenure with the City, Ms. Allen served as the EOC Team Leader and primary city liaison during two major Presidential disaster declarations and the EOC Coordinator during many smaller EOC activations for flash flooding, tornados, heat emergencies, terrorist alerts and a major water main break.

Ms. Allen was a Human Services Program Specialist for the Federal Emergency Management Agency (FEMA), Region VII from 1994 to 2000. After the successful closeout of six Presidential disasters declared as a result of the 1993 floods, she subsequently assisted with response and recovery operations in 23 major disaster declarations. During this time, she served in a variety of positions including Human Services Officer, Individual Assistance Officer, Crisis Counseling Coordinator, Individual and Family Grant Program Coordinator, Damage Assessment Team Leader and Chief of Staff. While with FEMA, Ms. Allen was a member of the Community Relations and Disaster Field Training cadres, and was frequently deployed as a member of the Advanced Emergency Response Team (ERT-A). She also worked as a subject matter expert on the development of the National Emergency Management Information System (NEMIS) and was an adjunct Instructor at the Emergency Management Institute (EMI).

Ms. Allen began her career in Emergency Management in 1989 as a Planner with the Missouri State Emergency Management Agency (SEMA). In this position she worked closely with city and county emergency managers, first responders and other public officials to develop and implement emergency operations plans. In 1991, Ms. Allen became an Emergency Management Officer for SEMA and was given responsibility for several programs including hazardous materials planning and grants administration. Ms. Allen was a member of the SEMA’s training cadre, served as the State Spokesperson during nuclear power plant exercises and was SEMA’s Earthquake Taskforce Coordinator. Ms. Allen was the State Individual Assistance and Grant Coordinating Officer during the 1993 Midwest Floods.
